parcels on the south side of Valley View Rd SE), most of these parcels are relatively small, developed with <br />residences that would make setbacks difficult to meet, and they are at lower elevations than the proposed site. <br />Through these arguments, the applicants have demonstrated that the factors outlined under #1 through #6b exist at <br />this site. The last section of criteria to be addressed is #6c: <br /> <br />c. The applicant shall address the requirements of MCC 17.136.060(A)(1). <br /> <br /> MCC 17.136.060(A) (1) reads: <br /> <br />1. The use will not force a significant change in, or significantly increase the cost of, accepted farm or forest <br />practices on surrounding lands devoted to farm or forest use. Land devoted to farm or forest use does not <br />include farm or forest use on lots or parcels upon which a non-farm or non-forest dwelling has been <br />approved and established, in exception areas approved under ORS 197.732, or in an acknowledged urban <br />growth boundary. <br /> <br />The proposed tower will be located in a recently cleared portion of the parcel. The applicant identified that the <br />Christmas tree farming operation on which the tower will be located uses helicopters as part of their harvesting <br />process because of the steep terrain of the property. The applicant addresses that they have the blessing of the <br />impacted property owner, as they are the ones from whom they are obtaining the lease to establish the facility, and <br />that the tower wouldn’t create a change in this kind of harvesting activity because the tower will be located within <br />an existing electrical transmission corridor (visible to the north of the proposal site). The use, therefore will not <br />significantly increase the cost or change accepted farming practices in the area. Therefore, the criteria are met. <br /> <br /> <br />8.
