2. The proposed use will not significantly increase fire hazard or significantly increase fire suppression costs <br />or significantly increase risks to fire suppression personnel. <br /> <br />The applicants state the site has been recently cleared of timber to limit any fire spread potential. <br />Furthermore, the location of the site is accessible by a maintained gravel road that can be used by fire <br />protection services, ensuring adequate access routes. They plan to place additional gravel around the site to <br />provide adequate fire turnaround and parking for emergency response personnel. Therefore, it can be <br />determined the use will not significantly increase fire hazard costs or risk to personnel, and the criterion is <br />met. <br /> <br />3. Adequate fire protection and other rural services are or will be available when the use is established. <br /> <br />This parcel is served by the Oregon Department of Forestry’s North Cascade Wildland Fire District. <br />Applicants are also advised to contact the Oregon State Fire Marshal for additional protection services. The <br />criterion is met. <br /> <br />4. The use will not have a significant adverse impact on watersheds, groundwater, fish and wildlife habitat, <br />soil and slope stability, and air and water quality. <br /> <br />The applicants state that the area on the parcel of the proposed development is already cleared of <br />surrounding vegetation and is relatively flat. They also state that the nearest intermittent stream is <br />approximately 592-feet from the site, which can be confirmed by aerial imagery. The total lease area for <br />the site, which is approximately 6458 square feet, with an even smaller footprint for the facilities, will not <br />have an adverse impact to the surrounding topography, watersheds, or overall environment. The criterion <br />is met. <br /> <br />5. Any noise associated with the use will not have a significant adverse impact on nearby land uses. <br /> <br />The applicants attest that the proposed development will produce little noise once constructed. All adjacent <br />parcels are used for timber production, and the nearest dwelling is over 1½ miles away. The criterion is met. <br /> <br />6. The use will not have a significant adverse impact on potential water impoundments identified in the <br />Comprehensive Plan, and not create significant conflicts with operations included in the Comprehensive <br />Plan inventory of significant mineral and aggregate sites. <br /> <br />The applicants state the proposed development is not located within or adjacent to any designated potential <br />impoundment areas, nor will the facility’s design or construction interfere with water storage, flow, or <br />quality. In addition, the facility will not create significant conflicts with operations included in the <br />Comprehensive Plan’s inventory of mineral or aggregate resource areas, and the limited footprint and <br />operational nature of the facility ensures it will not restrict access to, or extraction of, such resources in the <br />future. The criterion is met. <br /> <br />7.
