The project site is not in a recognized fire service district; however, it is near to an area served by the Stayton Fire <br />District. Additionally, the applicants suggest that emergency services exist in Mill City, Gates, and Lyons. No <br />additional risks or costs relating to fire suppression are anticipated. Staff is recommending that the applicants contact <br />the Oregon State Fire Marshall for further guidance. The criteria in (2) and (3) are met. <br /> <br />4. The use will not have a significant adverse impact on watersheds, groundwater, fish and wildlife <br />habitat, soil and slope stability, and air and water quality. <br /> <br />The applicants state that since the replacement tower and new equipment shelters, and solar arrays will be <br />constructed within the existing developed area there will be relatively little further disturbances to the soil, slope, <br />and air or water quality. Since the project area is already cleared and graded and the site is relatively flat and <br />stabilized - no new grading or tree removal is required. Given the small equipment footprint and the limited scope <br />of work, the project is not expected to adversely affect watersheds, groundwater, fish or wildlife habitat, soil or <br />slope stability, or air and water quality. The criterion is met. <br /> <br />5. Any noise associated with the use will not have a significant adverse impact on nearby land uses. <br /> <br />The project site is located in remote timber land and not near any settlements or dwellings and the site will be <br />unstaffed, thus generating little additional traffic and is not anticipated to contribute to any forms of excessive noise <br />that might impact nearby land uses. The criterion is met. <br /> <br /> 6. The use will not have a significant adverse impact on potential water impoundments identified in the <br />Comprehensive Plan, and not create significant conflicts with operations included in the Comprehensive <br />Plan inventory of significant mineral and aggregate sites. <br /> <br />The applicants argue that the proposed modifications to the public communications facility will not have a <br />significant adverse impact on potential water impoundments identified in the Comprehensive Plan. The site is not <br />located within or adjacent to any designated potential impoundment areas, nor will the facility's design or <br />construction interfere with water storage, flow, or quality. The applicants also argue that the facility does not create <br />significant conflicts with operations included in the Comprehensive Plan's inventory of significant mineral and <br />aggregate sites because the location is outside of any mapped mineral or aggregate resource areas. Furthermore, the <br />limited footprint and operational nature of the facility ensures it will not restrict access to, or extraction of, such <br />resources in the future. The criterion is met. <br /> <br />8.
