October 11, 2023 c C <br /> 0 <br /> Marion County Building <br /> ARCHITECTURE <br /> RE: Captal Futbol Club AM&M COMMUNITY <br /> 1100 Liberty Street SE <br /> STE 200 <br /> Salem,OR 97302 <br /> Dear Building Official: P:503.551.a114 <br /> www.accoac.com <br /> Please find the below statement provided from the executive director of the club in regards to the <br /> proposed facility uses to align with the alternate means and methods application submitted. <br /> Capital Futbol Club is requesting an alternate means and methods approval to deviate from the <br /> occupancy calculations for an indoor soccer facility currently under construction in Marion County, <br /> Oregon. The proposed deviation is necessary due to the unique nature of the soccer field, which occupies <br /> a large amount of square footage but typically does not have the same number of occupants as other <br /> buildings of similar size. For the indoor soccer field, here are two maximum usage scenarios: <br /> Scenario 1:Youth tournament/Game play. <br /> For a youth game, more players and coaches will be present on the field than an adult game. A <br /> CI maximum usage situation would include up to 15 players per team, 2 coaches per team, and 1 referee, <br /> for a total of 35 participants. <br /> Youth games draw more spectators than adult games. Based on actual examples taken from our facility <br /> on Portland Road, we estimate an average of 2 spectators per player,for a total of 60 spectators per <br /> game. <br /> Therefore, during a youth game or tournament, the maximum number of occupants in the field portion <br /> of the building would be 95. <br /> There is a short time of overlap between when a game finishes and the next game begins, where the new <br /> team and spectators arrive, and the team who has just finished exits the building. <br /> At a worst case scenario, this would lead to double the number of occupants in the building for a short <br /> period of time. The occupancy would then rise to 190. <br /> Scenario 2: Youth Camp/Clinic <br /> During a camp, the field is typically divided into thirds, with no more than 15 players per group, and up <br /> to 2 coaches per group. The total number of participants on the field would not exceed 50. <br /> A high estimate for spectators is 2 per participant(as used in scenario 1). This would bring the total <br /> occupancy of the indoor soccer facility to no more than 100. <br />
