The secondary treatment apparatus would be <br />constructed at an elevation compatible with the elevated disposal trench, <br />discharging a higher quality of effluent into this zone. A WPCF permit will <br />become necessary with the second phase of repair. To attempt any such <br />improvements later with the existing disposal field would be most difficult <br />and costly if even feasible at a/l. Noting that this is a repair, is there not some <br />flexibility in considering alternatives for soil absorption of treated effluent? <br /> <br />At this point in time the cost of the WPCF permit requirement appears to be <br />counter productive to resolving a chronic problem. With all due respect, I <br />would ask for reconsideration for the reasons outlined and in the interest of <br />moving forward toward a solution to the immediate problem. The alternative <br />wouJd be to fill the new trenches with additional drainrock to an elevation <br />within twelve (112) inches of finished grade.
