Taking into account the location, size, design and <br />operational characteristics, the proposed ~qe will not have an <br />adverse effect on the livability, value, and appropriate <br /> <br />development of abutting properties and the surrounding area as <br />compared to the impact of development that is permitted outright. <br /> <br /> 4. Location and design of %he site and structures for the <br />proposed conditional use will D~ as attractive as the nature of <br />the use and setting warrants. Applicant does have a bona fide <br /> <br />intent and capability to develop and use the land as proposed and <br />does ha~e an &ppropriate purpose for submitting the proposal. <br /> <br /> 5. The Planning Commission has carefully considered the <br /> <br />opinions and testimony of ail witnesses and speakers and all of <br />the exhibits in this mat%er and especially the impact of this <br />proposed use in light of the ~omprehensive plan and the zoning <br />ordinance. <br /> <br />DETERMINATION <br /> <br /> 1. The City zoning ordinance and comprehensive plan <br />provides that the Planning Commission may prescribe conditions <br />necessary to promote proper and orderly development in the <br /> <br />community. Further, the City zoning ordinance and comprehensive <br />plan provide that the Planning Commission may grant a conditional <br />use for mobile home development subject to certain conditions <br /> <br />being met.
