10. <br /> <br />The property is located on the north side of Porter Road <br />approximately 1400 feet east of the intersection of West <br />Stayton Road and Porter Road. <br /> <br />Surrounding uses to the west, north, and south are mostly <br />large-scale commercial farm operations while properties to the <br />east are mostly being used for rural residential homesites and <br />small-scale farming· All surrounding properties are zoned <br />EPU. <br /> <br />The Soil Conservation Service has identified Class III soils <br />on the property. <br /> <br />A signed Physician's Certificate has been submitted for Phinas <br />Wallace indicating he has medical conditions that preclude <br />him from maintaining a complete separate and detached dwelling <br />apart from his family. No such certificate has been submitted <br />for Mrs. Wallace. <br /> <br />The applicant proposes to temporarily place a mobile home for <br />her relatives to reside in so that they can assist her in <br />taking care of her husband during his medical hardship. The <br />mobile home would be located approximately §0 feet northeast <br />of the existing dwelling and have its own seperate driveway. <br /> <br />The Department of Public Works indicates that the existing <br />driveway (shown as a proposed driveway on the site plan) is <br />acceptable except for sight distance. The applicant shall <br />trim brush to the west to provide 400 feet of sight distance <br />by the standard County method. They also indicated that <br />driveway permit will be required. <br /> <br />All other commenting agencies stated no objection to the <br />proposal. <br /> <br />In order to approve a mobile home under hardship situations <br />in an EFU zone, the applicant must demonstrate that l) the <br />mobile home is compatible with farm or forest use; 2) it does <br />not interfere seriously with farm or forest practices on <br />adjacent lands: 3) it does not materially alter the stability <br />of the land use pattern of the area: 4) adequate fire <br />protection and other rural services are available; 5) it will <br />not have a significant adverse impact on timber production, <br />grazing land, watersheds, fish and wildlife habitat, soil and <br />slope stability, air and water quality, and outdoor recreation <br />activities; and 6) it shall be situated upon land that is <br />generally unsuitable for farm or forest use. A Physicians <br />Certificate must also be provided demonstrating that those <br />residing in the extra mobile home are physically incapable of <br />maintaining a separate residence without assistance that is <br />nearby. <br /> <br />The proposed mobile home will use the existing well and septic <br />system· The mobile home will be placed at least 50 feet from <br />existing farm uses. The proposal will not create any new <br />parcels and the mobile home is proposed to be placed on land <br />that is generally unsuitable for farm or forest use because <br /> <br /> <br />
