Goal 11: Public Facilities and Services. The subject parcel does not require an <br /> extension of services with Industrial Zone use, this goal is met. <br /> Goal 12: Transportation. The applicant provided a traffic impact analysis (TIA) <br /> from its traffic engineer. As discussed later, the application satisfies the Transportation <br /> Planning Rule and Goal 12. <br /> Goal 13: Energy Conservation. There is no indication of energy use increase or <br /> decrease based on the proposed zone change and comprehensive plan change. This goal <br /> does not apply. <br /> Goal 14: Urbanization. The applicant is proposing to rezone EFU land to Industrial <br /> land outside of the urban growth boundary. Therefore, the proposal complies with Goal <br /> 14 and does not require an exception to Goal 14.6 <br /> In conclusion, the applicant has satisfied the requirements for an irrevocably <br /> committed exception to Goal 3. <br /> B. Comprehensive Plan Amendment <br /> The MCCP does not contain any specific approval criteria for a comprehensive <br /> plan amendment, but the proposed amendment must be consistent with the applicable <br /> goals and policies of the MCCP. <br /> The applicant identifies two Agricultural Lands Policies that potentially apply to <br /> the application. <br /> Agricultural Lands Policy 2 provides: <br /> "Maintain primary agricultural lands in the largest areas with large tract to <br /> encourage larger scale commercial agricultural production." <br /> 6 The staff report does not address Goals 15-19,but those Goals do not apply as they concern respectively: the Willamette <br /> River Greenway,Estuarine Resources,Coastal Shorelands,Beaches and Dunes,and Ocean Resources. <br /> CP/ZC/PLA 21-001—RECOMMENDATION- 19 <br /> WING PROPERTIES,LLC <br />
