1-5:Aurora Donald Interchange(Exit 278) <br /> Interchange Area Management Plan for Marion County Approval <br /> ODOT KN19062 <br /> Oregon Department of Transportation—Region 2 <br /> these intersection deficiencies are detrimental to the mobility of freight, agricultural goods, and <br /> passenger vehicles in the region. <br /> Both 1-5 on-ramps have an uphill grade, causing slow-speed merging of trucks onto 1-5 and vehicles <br /> closely following large trucks. The grade of Ehlen Road below 1-5,with significant horizontal and vertical <br /> curves, restricts sight distance at both ramp terminals, creating unsafe conditions. <br /> 1.5 Goals and Objectives <br /> Through collaboration with Marion County and key stakeholders, ODOT developed the following goal <br /> statement for the TAMP and interchange reconstruction project: <br /> The goal of the Aurora Donald Interchange TAMP and reconstruction project is to improve safety, <br /> operations, and capacity problems while maintaining efficient movement of passenger and freight traffic <br /> through the interchange area with a phased solution that will accommodate the Phase 1 funding <br /> provided in the Keep Oregon Moving Act. <br /> Based on this goal, and in order to be consistent with OHP policy'and the TAMP problem statement,the <br /> objectives of the TAMP are to: <br /> • Protect long-term safety and operations of the interstate and county road network. <br /> • Build on the work of the Marion County Rural TSP Sub-Area Plan for the Aurora Donald <br /> Interchange area. <br /> • Protect the investment in 1-5 and the interchange and maintain the function of the interchange. <br /> • Plan for future management of the interchange and adjacent land uses within the interchange <br /> management area. <br /> • Develop alternatives that can be constructed in phases to accommodate Keep Oregon Moving <br /> Act funding and future development and limit "throw-away" improvements to the maximum <br /> extent feasible. <br /> • Develop an access management plan that provides for safe and acceptable operations on the <br /> transportation network and that moves toward meeting the access spacing standards <br /> prescribed in the OHP. <br /> See Appendix A for the Background and Policy Technical Memorandum. <br /> 4 Policy 3C of the OHP states,"it is the policy of the State of Oregon to plan for and manage grade-separated <br /> interchange areas to ensure safe and efficient operation between connecting roadways." <br /> 1-4 July 2020 1274-3012-031 <br />
