The traffic performance of each design concept was evaluated based on v/c ratio and LOS <br /> at three locations (where applicable): each interchange ramp terminal on Ehlen Road and <br /> at the relocated Ehlen Road/Bents Road intersection.This analysis was performed using <br /> SIDRA traffic modeling software to estimate future traffic volumes in 2042. (See TAMP <br /> Section 4.2.2 Traffic Performance.) <br /> TAMP Table 5-1 summarizes transportation performance of the Preferred Alternative for <br /> the 2042 design year. All intersections would perform acceptably and would meet <br /> mobility targets, with the ramp intersections having reserve capacity for the future. The <br /> County performance standard of LOS D or a v/c ratio of 0.85 is met for the Ehlen <br /> Road/Bents Road intersection. The New Dolores Way/Ehlen Road performance is <br /> expected to be LOS B or a v/c ratio of 0.78, exceeding the County's performance standard. <br /> The Preferred Alternative traffic analysis report is included in TAMP Appendix M. This <br /> Policy is met. <br /> Policy 8: The County recognizes the role of State Highways and County Arterials as the <br /> backbone of the transportation network. These roads are critical for everyday <br /> transportation and serve as critical lifelines in emergency situations. The <br /> County will support efforts to enhance and maintain the function of these roads <br /> through land use policies, access management strategies, and roadway <br /> improvements. <br /> Ehlen Road is classified as a County Principal Arterial west of 1-5 and an Arterial east of 1-5. <br /> The requested action to update the RTSP with the recommendations of the TAMP will <br /> support efforts to enhance and maintain this important County facility in the vicinity of <br /> the Aurora Donald interchange.This Policy is met. <br /> Policy 11: The County recognizes the importance of facilitating freight movement. With <br /> this in mind, the strategic routes designated in Figure 7-1 are also hereby <br /> designated freight routes. Effort will be made to facilitate freight movement on <br /> freight routes. <br /> Ehlen Road is indicated as a strategic route on RTSP Figure 7-1 and is a designated freight <br /> route. The congestion and safety concerns at the interchange negatively impact the <br /> mobility of freight, agricultural goods, and passenger vehicles in the region. Business in <br /> the immediate area, including two truck stops/travel centers, are directly impacted by the <br /> traffic volumes on the southbound 1-5 off-ramp, the proximity Ehlen Road and Bents Road <br /> intersections, and the uphill grades on the on-ramps. The movement of freight through <br /> the interchange is compromised by these issues and the resulting traffic back-ups on 1-5. <br /> Proposed improvements in the TAMP will address the identified congestion and safety <br /> concerns, to the benefit of local businesses and goods movement. This Policy is met. <br /> 10.3.3 Bicycle, Pedestrian, and Public Transportation Policies <br /> Policy 1: The County will consider the impact County transportation projects have on <br /> cycling and pedestrian activities. <br /> 1-5:Aurora Donald Interchange(Exit 278)TAMP:Supporting Findings for Marion County Adoption 24 <br />
