Objective 5.2: Facilitate regional through movement of goods and services while <br /> minimizing conflict between through movement and livability in central city areas. <br /> Objective 5.3: Minimize adverse impact of the transportation system on quality of life and <br /> environment in rural areas. <br /> Planned improvements associated with the TAMP Preferred Alternative will reduce <br /> congestion, vehicular queuing, and truck idling at the interchange in this rural <br /> unincorporated area and will improve safety on the 1-5 mainline. A noise analysis <br /> determined that a sound wall adjacent to the Aurora Acres RV Park along the northbound <br /> off ramp was cost-effective and would benefit RV park residents. A sound wall will be <br /> evaluated during final design to confirm its potential benefits to the RV Park residents. <br /> These Objectives have been met. <br /> Goal 6: Promote Alternative Modes of Transportation <br /> Objective 6.1: Facilitate provision of opportunities for a variety of transportation options. <br /> The full buildout of the Preferred Alternative entails the realignment of Ehlen Road with a <br /> wider cross section under 1-5 that will include bicycle and pedestrian facilities. The new I- <br /> 5 bridge over Ehlen Road will also provide for bicycle and pedestrians with a multi-use <br /> path (see TAMP Figure 5-4). While there is no transit service in the area, improved <br /> mobility and safety on the 1-5 mainline will facilitate regional transit service. This <br /> Objective as been met. <br /> Goal 7: Consider Land Use and Transportation Relationships <br /> Evaluating existing conditions (TAMP Chapter 2) included examining land use and zoning in <br /> the vicinity. The land in the vicinity of the interchange and within the TAMP study area is <br /> zoned either Interchange District (ID) or Exclusive Farm Use (EFU). In the northwest <br /> quadrant of the study area within the ID zone, one 28-acre property bordered by Ehlen <br /> Road and Bents Road has a Limited Use (LU) overlay designation. <br /> Objective 7.2: Minimize detrimental effects of transportation improvements on rural land <br /> uses. <br /> The ID-LU Overlay governs future development on the site through a specific set of <br /> conditions of approval adopted by Marion County (Ordinance 826 Conditions of Approval) <br /> and limits uses to those that are accessory to the travel center/truck stop located across <br /> Bents Road. Marion County staff has determined that the proposed realignment of Bents <br /> Road through the currently vacant ID-LU-zoned property would not require partitioning of <br /> the property, a land use permit, or a revision to the Goal Exception already granted for <br /> the property. <br /> The relocation and expansion of Ehlen Road and the relocation of Dolores Way will impact <br /> circulation in the vicinity of the interchange and will change how existing businesses and <br /> residents access 1-5, with the result of improving mobility and safety in the area.These <br /> 1-5:Aurora Donald Interchange(Exit 278)TAMP:Supporting Findings for Marion County Adoption 18 <br />
