All other contacted agencies either failed to respond, or stated no objection to the proposal at the time this report
was written.
7. The purpose of the Floodplain Overlay Zone is to promote public health, safety and general welfare to minimize
public and private losses due to flood conditions. The criteria and standards which must be satisfied are listed in
Section 17.178 of the Marion County Code (MCC).

8. Flood Insurance Rate Map #41047C1025G indicates that the property is in an unnumbered A zone where the Base
Flood Elevation (BFE) has not been established. The applicant did not indicate highest land elevation at the
development site, but did provide certification that the building will be constructed on a concrete slab that is one-
half foot above the highest adjacent grade and any machinery or equipment servicing the building will be placed 4
feet above the highest adjacent grade.

9. Section 17.178.050 MCC contains requirements that apply to this proposal that include:

MCC 17.178.050(C) states: “Prior to obtaining a building permit the owner shall be required to sign and record
in the deed records for the county a declaratory statement binding the landowner, and the landowners successors
in interest acknowledging that the property and the approved development are located in a floodplain.”

The applicant submitted a copy of the recorded declaratory statement; this criterion is met.

MCC 17.178.050(D) states: “Prior to obtaining a building permit, commencing development or placing fill in the
floodplain the applicant shall submit a certification from a registered civil engineer demonstrating that a
development or fill will not result in an increase in floodplain area on other properties and will not result in an
increase in erosive velocity of the stream that may cause channel scouring or reduce slope stability downstream
of the development or fill.”

This certification will be made a condition of approval.

MCC17.178.050(E) requires:“The applicant shall provide an elevation certificate signed by a licensed surveyor
or civil engineer certifying that the actual elevations of all new or substantially improved manufactured homes,
dwellings and structures meet the requirements of MCC 17.178.060(A), (B) and (C), where applicable, as
follows:

1. Prior to construction (based on construction drawings), and

2. Once the floor elevation can be determined (based on the building under construction), and

3. Prior to occupancy (based on finished construction).”

An elevation certificate was submitted with the application that satisfies #1 above, a condition of approval will
require the other certificates.

10. The applicants propose to wet floodproof the building so that in the event of a flood the interior (as well as the
exterior) of the building gets wet and then dries out after floodwaters recede. MCC17.178.060 contains flood
protection standards that apply to wet floodproofing buildings:

MCC 17.178.060(A)(8) states: A detached residential accessory structure may be constructed to wet
floodproofing standards provided that:

A. The accessory structure shall be located on a property with a dwelling;

The property contains an existing dwelling.

B. The accessory structure shall be limited to vehicle parking and limited storage (no workshops, offices,
recreation rooms, etc);
