All other contacted agencies either failed to respond, or stated no objection to the proposal at the time this report <br />was written. <br />7. The purpose of the Floodplain Overlay Zone is to promote public health, safety and general welfare to minimize <br />public and private losses due to flood conditions. The criteria and standards which must be satisfied are listed in <br />Section 17.178 of the Marion County Code (MCC). <br /> <br />8. Flood Insurance Rate Map #41047C1025G indicates that the property is in an unnumbered A zone where the Base <br />Flood Elevation (BFE) has not been established. The applicant did not indicate highest land elevation at the <br />development site, but did provide certification that the building will be constructed on a concrete slab that is one- <br />half foot above the highest adjacent grade and any machinery or equipment servicing the building will be placed 4 <br />feet above the highest adjacent grade. <br /> <br />9. Section 17.178.050 MCC contains requirements that apply to this proposal that include: <br /> <br /> MCC 17.178.050(C) states: “Prior to obtaining a building permit the owner shall be required to sign and record <br />in the deed records for the county a declaratory statement binding the landowner, and the landowners successors <br />in interest acknowledging that the property and the approved development are located in a floodplain.” <br /> <br />The applicant submitted a copy of the recorded declaratory statement; this criterion is met. <br /> <br />MCC 17.178.050(D) states: “Prior to obtaining a building permit, commencing development or placing fill in the <br />floodplain the applicant shall submit a certification from a registered civil engineer demonstrating that a <br />development or fill will not result in an increase in floodplain area on other properties and will not result in an <br />increase in erosive velocity of the stream that may cause channel scouring or reduce slope stability downstream <br />of the development or fill.” <br /> <br />This certification will be made a condition of approval. <br /> <br />MCC17.178.050(E) requires:“The applicant shall provide an elevation certificate signed by a licensed surveyor <br />or civil engineer certifying that the actual elevations of all new or substantially improved manufactured homes, <br />dwellings and structures meet the requirements of MCC 17.178.060(A), (B) and (C), where applicable, as <br />follows: <br /> <br /> 1. Prior to construction (based on construction drawings), and <br /> <br />2. Once the floor elevation can be determined (based on the building under construction), and <br /> <br /> 3. Prior to occupancy (based on finished construction).” <br /> <br />An elevation certificate was submitted with the application that satisfies #1 above, a condition of approval will <br />require the other certificates. <br /> <br />10. The applicants propose to wet floodproof the building so that in the event of a flood the interior (as well as the <br />exterior) of the building gets wet and then dries out after floodwaters recede. MCC17.178.060 contains flood <br />protection standards that apply to wet floodproofing buildings: <br /> <br />MCC 17.178.060(A)(8) states: A detached residential accessory structure may be constructed to wet <br />floodproofing standards provided that: <br /> <br />A. The accessory structure shall be located on a property with a dwelling; <br /> <br />The property contains an existing dwelling. <br /> <br />B. The accessory structure shall be limited to vehicle parking and limited storage (no workshops, offices, <br />recreation rooms, etc); <br /> <br /> <br />
