Current resource use of the parcel (from Standard Industrial Class - SIC): <br />Type 013 Acres 3 <br />6. The applicants' request to divide a 3.57 acre parcel into 2 lots containing approximately 1.84 acres and <br />1.73 acres each in an FT zone under waivers granted under ORS 197.352 (Measure 37). The waivers <br />granted under ORS 197.352 by M06-69 are specific to Ronald Eberly, Jr. and Troy Eberle; therefore, the <br />property must be in their ownership at the time the plat is recorded. <br />7. Marion County Development and Engineerinc commented: "Approval of the proposal would create two <br />home sites on the subject property resulting in approximately 20 additional daily trips on Seminole Road <br />and other roads in the area. Comments are based on this level of development; changes in development <br />level may result in changes in requirements and/or mitigation measures. The Public Works Department <br />has the following comments, requirements, and recommendations for the proposed partition: <br />1. Chapter 172 of the Rural Zoning Ordinance of Marion County, Oregon, requires the applicant to <br />provide public dedicated right-of-way half -width of thirty feet (standard for a local road) along <br />Seminole Road. It appears that 30 feet of additional width is necessary where the `pole' of this lot <br />abuts Seminole Road. Any dedications should be to the public, not Marion County. <br />2. If this development is approved, the applicant will be required to improve Seminole Road along the <br />shadow frontage of the subject property to county standards as directed by the Public Works <br />Department. This will include such items as paving, gravel shoulders, drainage work, vegetation <br />clearing, and slope work. As an alternative, the applicant could provide a pavement overlay of the <br />macadam surface of Seminole Road from the end of the existing asphalt (about 500 feet south of <br />Highway 214) south towards the subject property for a distance of 600 feet. <br />3. Road Maintenance Agreement is required for the shared access easements. Contact Tedd Joling at <br />(503) 584-7714 for details. <br />4. In accordance with Marion County Driveway Ordinance #651, the applicant will be required to <br />obtain a driveway permit for the change in driveway use. Contact Kim Caldwell at (503) 584-7714 <br />for details. <br />5. Driveways will also need to meet fire district standards for emergency access. <br />6. At this level of development, storm -water detention will not be a requirement at this time. If the <br />parcels are partitioned or further developed in the future, storm -water detention will be required for <br />the parcels. <br />7. Construction of improvements on the property shall not block historical or naturally occurring runoff <br />from adjacent properties. Site grading shall not impact surrounding properties, roads, or drainage <br />ways in a negative manner. <br />8. The subject property is within the unincorporated area of Marion County. Transportation and Parks <br />Systems Development Charges will be assessed upon any development on the subject parcels at the <br />time of application for building permits. <br />9.
