AGENCY COMMENTS <br /> <br /> <br />Comments on the subject application received from various governmental agencies are summarized <br />below. The full comments can be reviewed in the planning file. <br /> <br />8. Marion County Department of Public Works Land Development and Engineering reviewed the <br />proposal and provided the following comments: “Approval of the proposed development would <br />allow subdivision of the subject property and allow construction of single-family dwellings on each <br />parcel, resulting in additional traffic on DeSantis Lane and other roads in the area. The Public <br />Works Engineering Division has the following comments, recommendations, and requirements for <br />this case: <br /> <br /> <br />1.If this subdivision is constructed, the applicants will be required to make improvements <br />along their frontage of DeSantis Lane to improve it to County Standards. <br /> <br /> <br />2.DeSantis Lane was built as a lightly used rural road. We have some concern about DeSantis <br />Lane and its ability to handle traffic to and from this proposed development. If this case <br />goes forward, the developer may be required to construct roadway improvements <br />(commensurate with additional site-generated traffic) on DeSantis Lane as determined to be <br />necessary by the Public Works Department. This may include paving and widening. <br /> <br /> <br />3.The developer may be required to pay proportional share contributions to identified project <br />needs in the vicinity of the development as determined by Marion County Public Works. The <br />exact amounts will be determined and provided to the applicant when more specific plans <br />are provided. <br /> <br /> <br />4.Chapter 172 of the Rural Zoning Ordinance of Marion County, Oregon, requires the <br />applicant to dedicate sufficient right-of-way on the plat to provide standard public right-of- <br />way width along DeSantis Lane, plus any additional right-of-way necessary to allow any cut <br />or fill slopes, or roadside ditches, to be within the public right-of-way. Any dedications shall <br />be to the public, not Marion County. <br /> <br /> <br />5.If this development is constructed, the applicant would be required to construct roads <br />serving the development to standards and dedicate right-of-way for these roads as directed <br />by the Public Works Department. <br /> <br /> <br />6.In accordance with Marion County Driveway Ordinance #651, driveway permits will be <br />required for any new access or change in use of the existing access to the public right-of- <br />way. If this development occurs, the developer will be required to obtain driveway permits. <br /> Driveways must meet County Standards to establish safe and compliant access. <br /> <br /> <br />7.Driveways will also need to meet fire district standards for emergency access. <br /> <br /> <br />8.Site grading shall not impact surrounding properties in a negative manner. Construction of <br />improvements on the property shall not block historical or naturally occurring runoff from <br />adjacent properties. The applicant shall submit a site grading and drainage plan to verify this <br />lack of negative impact. <br /> <br />
