As a condition of <br />approval the applicant will be required to submit a site drainage plan that will be <br />reviewed and approved by Public Works before the final plat creating the partitioning can <br />be filed. Therefore, the applicants' proposal does or can be conditioned to comply with <br />the standards listed in 6(1)(b -d). <br />9. As noted previously, the partitioning will create 6000 and 9682 square foot lots. <br />Therefore a redevelopment plan is not required for the larger lot with the dwelling and <br />the smaller 6000 square foot undeveloped lot will meet the minimum lot size for a <br />partitioned lot within the Salem Urban Growth Boundary. The applicants' proposal will <br />comply with the standards in 6(2). <br />10. The newly created 6000 square foot parcel will be using Milky Way NE for access to 45th <br />Avenue. At this time the access easement serves 4 single family dwellings. One of the <br />dwellings maintains 20 foot of frontage on 45t" and is not counted against the limitation <br />listed in Chapter 27.51(b)(4). The easement (Milky Way NE) is currently 20 feet in <br />width. The current standard for an access and utility easement is 25 feet of easement <br />with 20 feet of improvement. A condition of approval will require the applicant to add 5 <br />feet of additional easement width to Milky Way and to construct the pavement width to a <br />minimum 20 foot in width to a point of access to the dwelling on the 6000 square foot <br />parcel. Subject to this condition, the access easement is sufficient to support the <br />proposed dwelling on the 6,000 square foot lot. <br />11.
