Vista and Hollywood Drive and is a more desirable location for the connection of the two <br />streets. Section 33.40 (Lot Size) requires that all proposed lots be of sufficient size to <br />accommodate the proposed use and will comply with the ordinance standards. The <br />minimum lot size within the Salem Urban Growth Boundary for lots zoned RS with <br />public water and sewer service is 4,000 square feet. All of the proposed lots will exceed <br />the minimum square foot standard with proposed lot 1 being of sufficient size to qualify <br />as a duplex lot (7,000 square feet comer lot). The minimum lot dimension for a lot <br />within the Salem UGB is 70 feet in depth and 40 feet in width. The applicant was <br />required to extend the private access and utility easement through lot 5 thereby making <br />the frontage the southern property line, all of the lots will comply with this standard. <br />11. Sewage, water and utilities: The standards are listed in Chapter 33.46-.56. Section <br />33.46 requires that all lots or parcels shall be served by an authorized sewage disposal <br />system. All of the proposed parcels are within the East Salem Service District and have <br />or will have sewer service. Section 33.48 requires all lots or parcels to be served by an <br />authorized public or private water supply system. The proposed lots are all within a <br />water district and will be served by a public water system. Section 33.50 requires all <br />proposed subdivisions within an urbanizing area to be developed to meet the <br />specifications of the Marion County Department of Public Works. This was made a <br />condition of approval. Section 33.52 requires that all utilities be established <br />underground. This is required within the Salem Urban Growth Boundary and will be <br />made a condition of approval. Section 33.54 requires all easements for utilities to be <br />shown on the final plat. The easements shall be a minimum of 10 feet in width except on <br />the perimeter of the subdivision where they shall be 5 feet. There shall be a minimum of <br />a 5 foot easement on both sides of street rights-of-way of 60 feet or less. Both streets <br />fronting the lots, with the dedications required by Public Works, will meet the minimum <br />60 foot street standard so an additional 5 foot easement along the street frontage is not <br />required. <br />12. Access standards: Section 33.68 requires that all lots have a minimum of 20 feet of <br />frontage on a public right-of-way or, when an access easement is proposed to serve one <br />or more lots, the roadway shall be a minimum of 25 feet in width. Within the 25 feet, the <br />paved surface must be a minimum 20 feet is width. The easement must be named and all <br />dwellings served from the easement addressed off the easement. The applicant is <br />proposing to serve lots 1 through 5 with a private access and utility easement although <br />the drawing submitted with the application does not show the easement extending to lot <br />5. A condition of approval requires the easement to extend through lot 5 to its western <br />property line. Public Works comments also support the extension of the access easement <br />to allow for access to the drainage ditch running through the property for future <br />maintenance. With this amendment to the preliminary design, the developers' proposal <br />for an access easement will comply with the provisions of Section 33.68. <br />The developer has submitted a proposed name for the private easement. This name was <br />submitted to the 911 dispatch center for their review and approval. There was a conflict <br />with existing street names in the dispatch area and the name was rejected. A condition of <br />approval will require the developer to submit a new list of names for review. When the <br />
