Nature of the Application <br /> <br /> This matter comes before the Marion County Hearings Officer on <br />appeal of the Planning Director's approval of the application of Alan <br />Koloen to divide an 8.659 acre parcel into three parcels containing 2.0 <br />acres, 2.0 acres, and 4.659 acres in an AR (ACREAGE RESIDENTIAL) zone <br />on property at 6683 Fern Forest Lane S., Salem, Marion County, Oregon <br />(Section 24C; T8S; R4W; Tax Lot 903). <br /> <br />II. Relevant Criteria <br /> <br /> The standards and criteria relevant to this application are found <br />in the M~rion County Subdivision and Partitioning Ordinance (MCSPO), <br />the Marion County Comprehensive Plan (MCCP) and the Marion County <br />Zoning Ordinance (MCZO) (Rural), especially chapter 128 <br /> <br />III. Public Hearing <br /> <br /> A public hearing was duly held on this application on November 20, <br />2002. At the hearing, the Planning Division file was made part of the <br />record. The records in P 02-22, LLA 01-27 and P 99-1 were also made a <br />part of the record. The record remained open until December 4, 2002 for <br />applicant, until December 11, 2002 for all others, and November 18, <br />2002 for applicant to provide additional information. The open record <br />period was later extended to December 18, 2002 for applicant, until <br />January 2, 2003 for all other parties, and until January 8, 2003 for <br />applicant's rebuttal and closing arguments. <br /> <br /> The hearings on P 02-21 and P 02-22 were consolidated for <br />convenience.
