Properties to the north, east and south are zoned AR and consist <br />of rural residential lots and homesites. Property to the west is <br />zoned SA (SPECIAL AGRICULTURE), and is devoted to forest use. <br /> <br />Applicant proposes dividing a 4.36 acre parcel into two parcels <br />containing 2.18 acres each. The property is heavily wooded, and <br />excessive topographic limitations exist at the site. Access to the <br />westerly parcel is proposed from an existing 30' easement shown on <br />Plat 2001-65, and then over an existing portion of Fern Forest <br />Lane S, also shown on Plat 2001-65. Access to the easterlyparcel <br />is proposed from an easement across the properties to the east, <br />including on a portion of Fern Forest Lane S. The easterly <br />easement would also serve three parcels resulting from an approval <br />of P 02-22, a partitioning application filed for the adjacent <br />parcel. <br /> <br />o <br /> <br />The Marion County Planning Division requested comments on the <br />proposed partitioning from various governmental agencies. <br /> <br />The Marion County Department of Public Works (DPW) con~ented: <br /> <br />Approval of the proposed partition will create an <br />additional home site on the subject property resulting <br />in additional traffic on River Springs Road. The <br />following requirements address impacts created by <br />approval of the proposed partition: <br /> <br />The properties are proposed to be [served] off a <br />public easement created by P 99-1. This partition <br />will create the third lot that doesn't have <br />frontage on a public road. <br /> <br />The easement shall be brought up to minimum <br />standards of 8-inches of crush 1"-0 rock sixteen <br />feet wide. <br /> <br />o <br /> <br />Prior to plat approval, the applicant shall <br />provide a storm drainage plan for the site that <br />shows the down spout locations and the septic <br />fields and any other natural water features. <br /> <br />o <br /> <br />The subject property is within the unincorporated <br />area of Marion County. Transportation and Parks <br />Systems Development Charges shall be assessed upon <br />development of the home on the newly created <br />parcel, at the time of application for building <br />permits. <br /> <br />P 02-21 - ORDER -5 <br />KOLOEN <br /> <br /> <br />
