<br />1985 - Exhibit 20, a bargain and sale deed conveying the property <br />conveyed in exhibit 19. Applicant highlights that the description <br />refers to blocks 2, 4 and 10. <br /> <br />1986 - Exhibit 15, annexation ordinance 136-1986, and ordinance <br />1988-139 correcting ordinance 136-1986, annexing block nine and <br />streets into the City of St. Paul. Applicant highlights that the <br />description in ordinance 1988-139 refers to block 9. <br /> <br />1994 - Exhibit 16, annexation ordinance 1994-161, annexing block <br />10 and part of a street to the City of St. Paul. Applicant <br />highlights that the description refers to blocks 4 and 10. <br /> <br />1994 - Exhibit 18, a.partitioning plat that divides block 10 into <br />three parcels. Applicant highlights that the description refers <br />to block 10 of the addition to the town of St. Paul. <br /> <br />Blocks are easy reference points in property descriptions, just <br />as tax lots are easy references for describing property in this <br />order, but neither are significant to the legal status of <br />property. These documents have no association with applicant's <br />property, which was conveyed by metes and bounds descriptions, not <br />block references. Mission Farm addition, streets and blocks, was <br />vacated in 1899. <br /> <br />8. <br /> <br />In 1901, the City of St. Paul asked the county court to reverse <br />its 1899 vacation order for streets surrounding certain named <br />blocks. On May 3, 1901, the County Court issued the following: <br /> <br />[I] t clearly appearing to the Court. . that this <br />Court had no right, authority or jurisdiction to vacate <br />said streets in the town of St. Paul or any of them, or <br />to make or enter said order at all, in the proceeding <br />wherein said order was granted, for the reason that the <br />petition upon which said order was granted was not <br />signed by the requester, or any number of householders <br />residing in the vicinity of the streets proposed to be <br />vacated. That the return and affidavit of the posting <br />of the notices of the application for said order shows <br />upon the face thereof, that said notices were not <br />posted in the manner or at the places required by law <br />to give the Court Jurisdiction to make said order. <br /> <br />Now therefore all and singular, the law and the <br />premises being fully considered by the Court, It is <br />hereby ordered and adjudged that said order so made and <br />entered on the 5th day of October, 1899, vacating said <br />streets in the town of St. Paul, to-wit: vacating the <br />streets around and adjacent to blocks 25-31-32-33-34- <br /> <br />ADM-OI-02\ORDER - 8 <br />SMITH <br />
