(e)The dwelling will be consistent with the density policy <br />if located in the big game habitat area identified in the <br />Comprehensive Plan. <br />8.The subject 19.89 acres is currently undeveloped, and Mr. and <br />Mrs. Blamer own no adjacent parcels. The proposal satisfies <br />criteria in 7(a) and 7(b) above. <br />9.This entire acreage is comprised of McCully soils. As noted <br />in #4 above, this soil classification has a site class index <br />of greater than 85 cubic feet per year. Information provided <br />by the applicants, along with a review of aerial photographs <br />and County Assessor records, demonstrates that within the 160 <br />acre rectangle prescribed in 7(c)(3) there are at least eleven <br />parcels and three dwellings that existing on January 1, 1993. <br />The proposal meets criterion in 7(c). <br />10.Sections 110.830 through 110.837 of the MCRZO referenced in <br />7(d) above provides protection for specific resources. The <br />proposed dwelling will not have a negative impact on groundwa- <br />ter provided the on-site sewage disposal system is approved by <br />the Marion County Building Inspection Division. There are no <br />identified mineral & aggregate resources, geologic slide <br />hazards, scenic & natural areas or historic sites on the <br />subject property or adjacent properties. The proposal will <br />have no affect on these resources and, as a result, meets <br />criterion identified in 7(d) above. <br />11.The subject property is located in an area identified as a <br />Peripheral Big Game Habitat. The Marion County Comprehensive <br />Plan requires that development density be controlled so <br />significant habitat is not adversely affected. A dwelling <br />density of no more than 1 dwelling unit per 40 acres must be <br />maintained, or if dwellings are clustered within 200 feet of <br />each other this density must be doubled. <br />In order to calculate the density, a 640 acre circle was <br />centered on the proposed homesite location and the number of <br />dwellings inside the circle counted. It should be noted there <br />is a small pocket of land within the 640 acre circle that is <br />not situated in either a big game or peripheral habitat area. <br />For purposes of determining density, dwellings not situated <br />within a habitat area are not included in the calculations. <br />There are currently 7 residences sited in the habitat area <br />within the 640 acre circle. The applicant’s proposal easily <br />meets the 1 dwelling pr 40 acre density requirement. Crite- <br />rion set forth in 7(e) is therefore, satisfied. <br />12.Based on the above discussion, the applicants’ proposal meets <br />all criteria for placing a template dwelling on the subject <br /> <br />
