8.A review of aerial photographs verified that the existing <br />mobile home was on the subject parcel before 1976 and a septic <br />permit was issued for the address in 1975. Therefore, the <br />dwelling is legally established, and the criterion in 7(a) is <br />satisfied. <br />9.Photographs submitted by the applicant and a site inspection <br />revealed that the dwelling has intact exterior walls and roof <br />structure. In addition, it contains the necessary kitchen and <br />bathroom facilities, has interior wiring for interior lights, <br />and a heating system. The proposal meets the standards <br />outlined in 7(b), (c), (d) and (e). <br />10.The requirement identified in 7(f) has been made a condition <br />of approval. The entire property is zoned SA, therefore, the <br />criterion in 7(g) does not apply. <br />11.Although the proposed use is appropriate, the County requires <br />that a Declaratory Statement be recorded with the property <br />deed. This serves to notify the applicant and subsequent <br />owners that farm or timber operations are nearby and that a <br />compatible relationship is necessary to promote the continua- <br />tion of the commercial farm and timber operations in the area. <br />12.The two additional singlewide mobile homes located on the <br />property were apparently placed without appropriate permits <br />which constitutes a possible zoning violation. The removal of <br />the two mobile homes shall be a condition of approval for this <br />proposal. <br />13.Based on the above discussion, Planning Division staff <br />concludes the existing dwelling was legally established and <br />may be altered, restored and/or replaced. <br />Craig O.
