Building Inspection Division
,Q'E "" lama r uoun
_.,, Onsite Septic Review
iiim,; PUBLI:C WORKS-
Activity Number: 555-24-006064-EVAL Date: August 6, 2024
Project Address: 5175 Eastland Ave SE, Salem, OR
051 W 18B 01300; 7.19 Acres
Completed By: Danny Brown, EH-ST
ONSITE WASTEWATER TREATMENT SYSTEM SITE EVALUATION
DENIAL
Site Limitations
Relevant site features were evaluated on August 6, 2024. The conditions observed indicate that the site does
not meet minimum standards established by the Department of Environmental Quality. The site is denied for
onsite wastewater treatment.
Most sites have some limitations that will affect the location or type of wastewater system that may be
installed; however, this site is not capable of supporting any Standard or Alternative septic system due to the
following limitations that significantly limit the permeability of the soil:
The plot plan for this facility, as well as an evaluation with areal imagery indicates that the entire
lot is graveled and filled. No unmodified/unpaved area exists on the site.
DEQ Rule requirement:
OAR 340-0710-0130(12):
(12) Initial and replacement absorption area. Except as provided in specific rules, the absorption area,
including installed system and replacement area, must not be subject to activity that is likely, in the opinion
of the agent,to adversely affect the soil or the functioning of the system. This may include but is not limited
to vehicular traffic, covering the area with asphalt or concrete, filling, cutting, or other soil modification.
Alternatives—Where to Go From Here
As described above, the site conditions would not allow for the installation of a safe, reliable onsite treatment
and disposal system. There may be some ways to overcome the site limitations.
The following options are available:
Apply for a holding tank instead of a drainfield If the property is being used for commercial purposes
that operate with a projected daily sewage flow under 200-gallons, under OAR 340-071-0340(1)(a), a
holding tank is allowed to be installed to serve the facility.
5155 Silverton Road NE—Salem,Oregon 97305—Phone(503)588-5147—Fax(503)588-7948
Page 1 of 3
