County Commissioners Director <br /> Kevin Cameron,Chair Brian Nicholas,PE <br /> Danielle Bethell cv <br /> Colm Willis Marion County Deputy Director <br /> Dennis Mansfield <br /> Chief Administrative Officer OREGON <br /> Jan Fritz <br /> MARION COUNTY PUBLIC WORKS <br /> April 25,2024 SCAN AND SAVE <br /> Substantial Improvement Determination <br /> 3394 Brown Island Rd <br /> This letter is a determination of whether the greenhouse repair at 3394 Brown Island Road constitutes <br /> substantial improvement,as defined by Marion County Code 17.178.020(MM): <br /> "Substantial improvement"means any reconstruction, rehabilitation, addition, or other improvement of <br /> a structure, the cost of which equals or exceeds 50 percent of the market value of the structure before the <br /> "start of construction"of the improvement. This term includes structures which have incurred <br /> "substantial damage,"regardless of the actual repair work performed. The term does not, however, <br /> include either: <br /> 1.Any project for improvement of a structure to correct existing violations of state or local health, <br /> sanitary, or safety code specifications which have been identified by the local code enforcement official <br /> and which are the minimum necessary to assure safe living conditions; or <br /> 2.Any alteration of a "historic structure";provided, that the alteration will not preclude the structure's <br /> continued designation as a "historic structure." <br /> In this case,the value of the work according to documents provided by the applicant is$23,392.78. The <br /> value of the work according to documents provided by the applicant is at least$90,000.00. The work <br /> constitutes 26%the value of the existing structure. The work is not being done to correct violations of <br /> health, sanitary,or safety code or to alter an historic structure.
