Dear Mr. Dibala,
ADMINISTRATION
This letter is in response to your recent application for replacement
BUILDING dwelling and hardship dwelling approval.
INSPECTION
I have reviewed the existing records and conducted a field visit. The
EMERGENCY records indicate a standard system installed in 1977 consisting of a 750
MANAGEMENT gallon septic tank and two 75 foot drainfield lines to serve a two-bedroom
ENGINEERING residence. The septic tank was replaced in 2016.
ENVIRONMENTAL I viewed a video of the interior drainlines. The first line appeared to be
SERVICES open for about 53 feet. The second line recorded about 19 feet.
OPERATIONS During my site visit I found the distribution box was open for inspection
and at normal operating level. The location of one drainline appeared to
PARKS run underneath the dwelling and extend under the gravel parking area.
PLANNING The other drainline appeared to have a power pole set in or adjacent to it.
The foundation excavation for the proposed new dwelling was completed
SURVEY but distance to the existing drainfield could not be determined. The
drainfield has been damaged and does not appear adequate for the
additional use. Repair of the system is required so it will meet all required
setbacks and be adequate for the proposed change in use.
Oregon Administrative Rule (OAR) 340-071-1020 requires each property
owner to maintain, repair and replace the onsite system on their property
as necessary to ensure proper operation of the system.
In order to proceed, the drainfield must be replaced under a Major Repair
permit. The Authorization application fees paid will be applied to the
Permit. I suggest that you contact a licensed septic system installer who
has experience in laying out onsite wastewater systems to assist you in
these matters.
5155 Silverton Road NE•Salem,OR 97305-3802• www.co.marion.or.us/PW
Printed on recycled paper• Reduce—Reuse—Recycle-Recover
