To: Fred Patterson, Fire Chief; Idanha-Detroit Rural Fire Protection District, PO Box 339, <br /> Idanha, OR 97350 <br /> From::Aidan Bammes—REHS <br /> RE: 1556 Highway 22 SE, Idanha <br /> November 29, 2022 <br /> Page 2 <br /> During the site evaluation it was found in all test pits that there was a layer of 4 to 14 inches of <br /> compacted gravelly fill. It was also observed that the material underlying the gravelly fill was an <br /> older fill composed of wood debris, logs, rocks, and sand.The underlying material was present <br /> to a depth of at least 60 inches,the depth to which the excavator dug the test holes. <br /> In the opinion of this office, the presence of the gravelly fill and the wood debris fill would <br /> adversely affect the function of the septic system and preclude effective onsite wastewater <br /> treatment. <br /> Alternatives—Where to Go from Here <br /> Due to the lack of approvable soils for a soil absorption system,this property may be eligible for <br /> a holding tank system under OAR 340-071-0340. Approval is subject to decision of the Oregon <br /> Department of Environmental Quality. <br /> More test holes can be dug to evaluate a different area of the property for septic viability, or test . <br /> holes may be dug on an adjacent property such that the drainfield could be installed in an <br /> easement. Per Marion County Policy, the applicant has 90 days (ending 2/28/2023) to dig more <br /> test holes and request additional site inspections at no extra cost. <br /> The applicant may also pursue working with an onsite wastewater consultant that may be able <br /> to provide a more creative solution to the challenges of this site. <br /> Request for Site Evaluation Report Review or Request for Variance <br /> If you believe that an error was made in the evaluation of your property, you may apply for a <br /> Site Evaluation Report Review within 60 days of this denial notice (January 29, 2023). If you <br /> would like to apply for a Variance from one or more of the Onsite Wastewater Treatment and <br /> Disposal rules,you may apply for a Variance. If you are interested in either of these actions, <br /> please contact Jessica Joye at DEQ for more details before you proceed.
