•
411k, Marion County
OREGON
PUBLIC WORKS
May 20, 2021
(503)588-5036
Steven Choi
BOARD OF 6465 Crestwood Dr
COMMISSIONERS Castro Valley, CA 94552
Kevin Cameron,Chair
Danielle Bethel) RE: Authorization notice/minor repair application no. 555-21-004758, at
Calm Willis 22832 River Rd NE St. Paul, OR 97137
DIRECTOR Dear Mr. Choi,
Brian Nicholas,P.E.
ADMINISTRATION I have reviewed your authorization notice application at the above
address. There are a few items that need to be addressed before I can
BUILDING approve your application:
INSPECTION
EMERGENCY 1. The drop box's lid was cracked into three pieces, and the box has
MANAGEMENT been compromised by tree roots. This drop box must be replaced. The
second box was not exposed for inspection, however, it will need to be
ENGINEERING exposed at the time of the inspection of the replacement septic tank and
drop to ensure it is in working condition. The box(es) can be replaced
ENVIRONMENTAL under the same minor repair permit as the tank.
SERVICES 2. There was a significant amount of sludge/solids accumulated in the
exposed drop box, approximately 6". This is likely due to infrequent
OPERATIONS pumping in the past, use of septic tank additives that inhibit settling of
PARKS solids, or water softener waste plumbed to the septic tank (these wastes
contain high salt amounts which cause solids to float and reach the
PLANNING drainfield). This highly excessive amount of solids will inhibit the function of
the drainfield and cause the system to fail. Per OAR 340-071-0205(4)(c), I
SURVEY cannot authorize the use of the system in this condition. It may be possible
to pump out the solids and hydro jet the lines to remove the•solids. Either
this will need to be done, or the drainfield will need to be replaced under a
major repair permit.
Please let me know how you wish to proceed. If you plan to pump and
hydro jet the lines, have this done by a DEQ licensed pumper and contact
me for reinspection. Alternately, If you wish to pursue a major repair
permit, please:
1. Dig two or more test pits in the location you wish to install a new
drainfield
2. Update your plot plan with the location of the test pits and include
the dimensions from the pits to property lines. I have attached an example
5155 Silverton Road NE•Salem,OR 97305-3802• www.co.marion.or.us/PW
Printed on recycled paper• Reduce—Reuse—Recycle-Recover
