EPA's Hazard Standards and Clearance Levels for Lead in Paint, Dust <br /> and Soil provides clearance levels of various surfaces in a residential property. The December <br /> 2020 final rule lowered the clearance levels as follows: floors at 10 micrograms per square foot <br /> (10 pg/ft2)and windowsills at 100 pg/ft2. If comparing to floors, results appear to exceed the <br /> clearance level, if compared to windowsills (similar height to sample location at pool table), <br /> results do not exceed the clearance level. Additionally, information on other potential sources, <br /> such as lead paint, etc.were not included in the evaluation. Such information would be deemed <br /> necessary to assist in determining the source of the lead identified. <br /> • FACS' assessment did not include sampling of metals. Instead, smoke related particulates were <br /> sampled and used as general indicators of potential deposition of smoke related particles and any <br /> contaminants that may be associated with them (e.g., metals, polycyclic aromatic hydrocarbons, <br /> etc.), although such associations are not well studied. <br /> In summary, Indy Safety concluded that based on the investigation, including wipe sample results, the <br /> subject residence required cleaning. Specifically, due to visual inspection and results of heavy metals <br /> (cadmium and lead)sampling and combustion by-product sampling. Recommendations for cleaning of <br /> the entire property were provided. As noted above, no comments regarding on-site findings were <br /> provided in the report. <br /> Based on review of the provided report, as well as FACS' investigation, FACS does agree that areas of <br /> the interior and exterior of the home were impacted by the wildfire event, including the attic space and <br /> shed. The only area in which recommendations differ is interior surfaces located further away from entry <br /> points (>5ft) in the main home. Based on FACS' comprehensive investigation, wildfire smoke impact is <br /> not suspected on surfaces further away from the home, based on sensory findings as well as surface <br /> sample results which indicated "common" levels (non-detectable to trace levels; <1%)of smoke related <br /> particulate in the sampled dust. Review of Indy Safety's report does not define locations in which surface <br /> samples were collected. Therefore, it is unclear if cleaning recommended by FACS would include such <br /> areas. The Indy Safety report does not provide sufficient information or data to prove additional cleaning <br /> above FACS' recommendations are warranted at this time. Additionally, FACS recommends an <br /> evaluation to determine the source of the lead identified to determine if a lead hazard exists in the home. <br /> FAGS findings and discussion are based on the data available. Additional documents of information <br /> provided to FACS may result in differing opinions.
