Oregon Tax Court Magistrate Division
Page 1, Section 3 Continuation
Such order, letter, or notice is in error because:
Since 2017, the City of Salem will not approve connection to sewer main that runs in front of the
property. We contracted with a construction development company for work performed on our
property to install the sanitary sewer service as drawn by an Oregon engineer. We paid the
contractor$52,896.17 for said installation and materials.
The Sewer main runs in front of the property from the city main on Skyline Road. The City of
Salem will not approve connection to sewer main that runs in front of the property. The Sewer
main runs in front of the property and services an adjacent home to the west. We were told to
decommission the existing septic tank and that we would be allowed to connect to the sewer
line that runs in front of the home. But when it came time to obtain a permit from the city it was
denied. This has been ongoing issue since the property was purchased 6 years ago. The City of
Salem has verbally not permitted connection to the main. Because of this issue, we have not
been able to sell, rent or physically live in the home. We have been paying the property taxes in
full for the 6 years that we have owned it. As well we have paid for all utilities. We feel it would
be appropriate to have a reduction in the property taxes since the home is inhabitable.
Property location: 2315 Quail Run Ln S, Salem, OR
Owner: Equity Investments, LLC,
Debra Shaffer, Manager
2660 West Valley Rd.
Midvale, ID 83645
307-250-3860
