MEASURE NO. 24-29City of GatesReferred to the Voters by Initiative Petition Ballot Title:Repeals Section 38 of the Gates City Charter QUESTION: Shall Gates Charter Section 38 restricting the city council's ability to apply and budget for government grants be repealed? SUMMARY: Repeals Section 38 of the Gates City Charter. This measure would eliminate the requirement that the city council obtain voter approval prior to applying for financial assistance in the form of monetary grants from the state or local government. This measure would also eliminate the requirement that the city council not include money received from a grant as either a budget resource or an expenditure for a fiscal year unless the grant was approved by the electors of the city. Section 1: Repeal section 38 of the Gates Charter which restricts the city council from applying for federal or state grants without a majority of elector approval. Section 2: Beginning with the July 1, 1999 budget, the council shall be able to apply for and receive State and Federal grants upon council approval. Section 3: Section 38 inacted June 30, 1998 shall be repealled and completely removed from the charter.
