Marion County Motor Vehicle Diesel Fuel License Tax Ordinance

QUESTION: Shall Marion County enact a tax of up to 3 cents
per gallon for road repair, maintenance and safety improvements?

SUMMARY: This measure would enact a tax of up to
three cents per gallon on diesel fuel sold in the county. The tax would be paid mainly by
wholesalers, who would be licensed. Refunds would be given for fuel used in some farm
and forestry work. Proceeds could only be used for repair, maintenance and
safety improvments of roads and would be shared with cities. The tax could not
exceed three cents per gallon without voter approval. The tax would be reduced
within a local jurisdiction that imposed its own tax. The tax would be reduced
by any increase in the state fuel tax earmarked for counties and cities. Revenue
would be distributed as follows: 40% to the county; 40% to the cities
(divided according to population); 10% for projects in the SKATS boundary area of
Salem-Keizer; and 10% for projects in areas immediately surrounding the other
cities in Marion County.
