Proposed Salem Public Library District ELAINE DAY OCCUPATION: Retired State Manager OCCUPATIONAL BACKGROUND:Department of Revenue (6 years); Governor’s Ombudsman Office (2 years); Department of Commerce (10 years); Department of Consumer and Business Services (16 years) EDUCATIONAL BACKGROUND: Kamiah (ID) High School; assorted college coursework PRIOR GOVERNMENTAL EXPERIENCE: Talking Book and Braille Services Advisory Council, Oregon State Library (4 years - Chair from 1994-1996); Board of Trustees, Oregon State Library (6 years - Chair from 2000-2001); Salem Public Library Advisory Board (current) Dedicated to the Salem Public Library District I joined the effort to establish a Salem Public Library District because our library is a vital, much-used resource in our community. Without a Library District to provide stable, dedicated funding, our library will be seriously cut back in the coming years. Experienced in fiscal management I offer skills and knowledge developed in 34 years working in Oregon state government. • Broad budget experience preparing and managing budgets up to $14 million • Experience developing and implementing policies and procedures • Knowledge of board roles and responsibilities gained managing 12 state licensing boards • Fair and responsible personnel management Knowledgeable about library operations I come to the board table with a strong understanding of library operations and issues gained through 10 years affiliated with the Oregon State Library and one year as a member of the Salem Public Library Advisory Board.
