Formation Of Salem Public Library District: Authorizes Permanent Tax Rate

Question: Shall voters form Salem Public Library District with a tax rate of $0.62 per $1000 of assessed valuation beginning 2005-06?

Summary: If this measure passes, the Salem Public Library District will be formed. The district territory will be the City of Salem and the Salem-Keizer School District area in Marion and Polk Counties, except the City of Keizer. Library services are currently provided by the City of Salem to its residents and to out of district residents for a fee. Formation of the library district will allow the City of Salem to use existing revenues for other city purposes.

If formed, the district will be governed by a five-member board elected at large from the district. The district will have certain powers granted by state law, including the authority to acquire property and issue voter-approved bonds.

This measure approves a permanent tax rate of $0.62 per $1000 of assessed value to fund the library district. The tax for a house with an assessed value of $150,000 would be about $93. Some properties may be in tax compression in year 2005-06, which would result in lower revenues for local, non-school taxing districts.
