MEASURE NO. 24-133 City of Woodburn Explanatory Statement: Approval of this Bond Measure will allow the City of Woodburn to sell general obligation bonds in an amount NOT TO EXCEED $7,066,000, to construct a new police facility and associated improvements. The City of Woodburn Police Department has reached the capacity of its space in City Hall, and has leased police facility space (East Precinct) since 1999. The 40-person department serves a population of 21,500, and occupies 9,800 square feet of space at the two facilities. The Department must also maintain over 900 square feet of off-site storage. Housing the Department in multiple locations impacts the efficiency and effectiveness of command and communications. Additionally, the annual cost to lease and operate the East precinct is nearly $70,000. By 2020, it is projected Woodburn will have a population of 35,000 and a police force of 74. A force that size is estimated to require approximately 28,000 square feet of building space. When public and secured parking and site security needs are added to this requirement, space for such an expansion is not available at the City Hall or East Precinct sites. Accordingly, the City recently purchased 9.11 acres adjacent to Highway 214 for $364,000. This money was borrowed from special purpose funds and must be repaid. The property is centrally located, has sufficient buildable land above the flood plain to site a police facility, and provides immediate access to Highway 214. Police responding to calls from this location will have more direct response routes to East and West Woodburn, and will not be delayed by trains on the Union Pacific line. Approval of the bond measure will enable the City to design, construct, equip and furnish a 28,500 square foot police facility and repay the loan used to purchase the property at an estimated cost of $7,066,000. This estimate also includes the cost of environmental upgrades to the current police firing range to maintain its compliance with the law. The police facility project will house police operations at one location, will meet police space needs for 20 years, and will be expandable to meet longer-term needs. The project includes space for an emergency operations center, a 9-1-1 dispatch center, a forensic evidence processing lab, police canine facilities, and a community meeting room. The project will also provide for highway improvements adjacent to the site, public parking, secured parking for police vehicles and motorcycles, secure evidence storage, utility and telecommunications infrastructure, relocating the existing driveway to improve site distances, and landscaping. Based on a twenty-one year pay back scenario for $7,066,000 at current interest rates, first-year cost is estimated at 60.5¢ per $1,000 of assessed value. Rates are expected to decrease as assessed values go up. Based on current estimates regarding growth in assessed value, the AVERAGE annual cost of the bonds over the term of the bonds is estimated to be 43.8¢ per $1,000.
