MEASURE NO. 22-47 Lyons-Mehama Water District Explanatory Statement: On November 2, 2004 the Lyons-Mehama Water District will submit a measure to seek authorization for the District to raise a total of $250,000. This will be accomplished by levying a total of $50,000 each year for five years commencing 2005-2006. The District has estimated that the amount to be raised each year will increase your taxes by $00.60 per $1000 of assessed valuation. The original water storage tanks were installed from incorporation of the district in 1955 to 1965. A redwood tank was installed in 1965 with an original life expectancy of 50 years but now needs replacement. The water level in the tank has been dropped by five feet due to tank deterioration. The District plans to increase the storage capacity from 750,000 gls to 1,550,000 gls. The daily average consumption on hot summer days is 750,000 gls. This does not provide the District with adequate storage reserve capacity. The distribution lines which had an original life expectancy of 25 years when installed in 1957 are overdue for replacement. The District proposes to replace the main distribution and service lines with ductile iron lines which will have a life expectancy of 50 + years. The District also plans to increase the water pressure in the vicinity of the storage tanks on North McCully Mtn. Rd. to ensure compliance with state pressure requirements. The District will accomplish this by adding a pneumatic pressure system or by relocating a 50,000 gallon tank.
