Amending Detroit City Charter to Increase
Council Membership

Question: Shall the Detroit City Council be increased to seven (7) Councilors?

Summary: The City of Detroit’s Charter designates a Council composed of five (5) members elected at large. This measure increases the City Council to seven (7) members. The two additional members shall be appointed by the Council at the January 2003 Council Meeting for a 2-year term. At the General Election, November 2004, and at each subsequent biennial election, the three Councilors receiving the highest number of votes shall each hold office for four (4) years and the other members for two (2) years. A quorum will consist of four (4) Councilors. This amendment gives the City more Councilors to work on the many demanding and challenging issues now facing the City of Detroit.
