OCCUPATION: Computer network administrator for the Department of Land Conservation and Development (DLCD) in Salem 1986-2001

OCCUPATIONAL BACKGROUND: Water and land use planning, forest planning and citizen involvement with DLCD 1976-1985; Peace Corps Volunteer in Sri Lanka 1967-1969.

EDUCATIONAL BACKGROUND: Masters of Public Administration from Syracuse University; Bachelors of Science degree in Political Science from Oregon State University; Graduate of North Eugene High School

PRIOR GOVERNMENTAL EXPERIENCE: Transit District Board Member since October 1999; Various responsibilities with Salem neighborhood associations since 1980.

Family

My wife, Susan Graves, and I have lived in Southeast Salem since 1980. Susan taught Spanish at Sumpter School for five years. Our daughter Camas is a sophomore at South Salem High School.

When I was appointed to the transit board, I promised to run for office at the next election. Only one of the seven board members has more than four years of experience, making board continuity important.

In my year and a half on the transit board I have:

Learned how the district and transit work;

Expanded the district budget process;

Worked with state employee transportation coordinators;

Worked on regional transit issues.

The District has built a quality transit system: service has expanded to evenings and Saturdays, routes have been added and the new transit mall opened. The system is more accessible, more attractive and more connected. It greatly enhances transportation choice in the region.

Now I want to see our buses full. Single occupant vehicles clog our streets, contribute to pollution and increase traffic congestion. So do empty buses. But filled, they will play an important role in improving livability and our quality of life. When car commuters take the bus one day a week, peak hour congestion will be significantly reduced. I will work with the District, Salem, Keizer, business interests, the state, other major employers and my neighbors to make transit serve all of our citizens.
